You can use programs as simple as Paint or use advanced programs like Paint Shop Pro or Adobe Photoshop if you have any of them (You'll defo have paint regardless, everyone does!). To resize with paint, go to 'Image' then 'Stretch and Skew' and you'll be asked of how big you want your image in terms of Horizontal length and vertical length in %.
Save your image when it's been resized to preferably a .gif image ('File' then 'Save As...' then while using the Save As... Dialogue box, click the 'Save As Type' drop down list and choose .gif), and you've got a smaller image!
To load it onto the forums and use it as your avatar, go to 'User CP' then 'Edit Avatar', then click the 'Browse' button in the last option box and choose your image where-ever you saved it too, then click 'Upload' and you've got a brand new avatar.
