You dont get it. Ever. It is impossible. Don't argue, the drop rates are set to 0%! It was supposed to be around 1/80 from Olga Flow on most all IDs but the drop rate is now 0%. Yes, the drops are 0% online to. No its not part of a quest. Yes if you insist on being a 1337 H4X0R you can use the meseta bank mod to get it via an action replay, but you wont be legit or respected for it

Yes I heard the myth about some ST oran finding it, maybe it happened once when online mode first came out and when ST hadnt set the drops to 0% becase of hackers but they did that very quickly so I doubt it. You will NEVER obtain this item if you play legitly. Just hunt an SJS or something like that. Anywho, dark flow cant pull off combos so its pretty naff.
