Not really. I constantly get both Diska of Braveman and Diska of Liberator. Only a select few of the hundreds I've obtained had any hit %'s. You'd think that since it is so easy to find, then you'd be able to get one with hit % easier but that's not always the case. I don't waste time counting my overly common rares, because the count would be far too high!

I've found quite a few common 9-stars with hit%.

Diska of Liberator
- 0/25/0/0/25
- 0/0/0/0/20
- another one has 25% too
Cross Scar 0/0/35/0/30
L&K14 Combat
- 0/20/0/0/20
- 0/0/25/0/20
- my Fomar's has 55% hit

- 30/0/0/0/30
- 0/0/0/0/30
- another one has 50% hit
Mahu
- 0/0/20/15/25
- 0/0/0/0/25
- I think I have another one with 20%

Though if you take into consideration how many of each of those I have found in total, and how many of those hit%'s are better than just decent, I suppose you're right. Still there's no harm in checking the red box that you know is a 9-star. It's not like it takes any time to do (you can check the %'s while walking and drop it if it doesn't have any good ones).
