Get Adobe Photoshop learn the basics of that then get a few more advanced tutorials. If you cant afford that I reccomend getting The GIMP which can be found at http://www.gimp.org. The GIMP is an excellent replacement for photoshop. As for PSO fan art the best I can reccomend is doing google image searches for a particular image.
