HUcast ATA is not low, it's average. I laugh when I see people complaining about HUcast's ATA who melee with any of their Forces XP
HUcast uses S Parts 2.01, with that they have more ATA then HUmar, and are still much more efficient with any weapon with hit then HUcl. HUcast don't need good weapons, guns or blades, just make sure you have:
Armor with EDK
C/Freeze (may not be crucial in v3, but I noticed a slight increasing of Crimson Assassin's weaving in v4)
Resist/Devil
Resist/Devil
Battle/-- (including V101, and anything else if you have a BOVN, perhaps H/Arms)
25 EDK Shield, off the top of my head Light Relief, Delsaber's Shield, Rupika... well, maybe not the Rupika, who likes a girly HUcast :S you should use these Shields if you do not have S Parts 2.01
