You have to do special Halloween Quests. Get 8 differen't types of cake by trading with other players then feed it to a Rappy in the quest. It's all quite simple to do. You are bound to find someone who will "hold your hand" when it gets to the nitty gritty the first time through. A friendly player helped me to get a Halloween Lantern the first time.

If you are PSO Gamecube Online I have no problems showing you what you have to do once you have 8 differn't cakes.
