Whiteninja, the Price Checks for BB and GC are completely different, in BB, PD usually won't be used to get Photon Spheres, or Heart Keys, etc. in BB.
Even though POW Mags usually have bad PBs, they are very efficient. In BB, H/Arms will help cover almost (1/3 of the ATA will be amiss, if you use a HUnl or HUcast who need 70 DEX, or a melee FOnewm or FOnl) all of your ATA issues. I can't use a POW Mag unless I have H/Arms, two G/Arms takes up one extra unit, which I would use for a Cure/--; this is one reason you usually don't see people on GC / XB with a POW Mag.
Sebastian, I don't think many of the HUs you played with who use POW Mags use H/Arms as well, or two G/Arms.
