I trust you're playing the XBOX or GC versions of episode I and II of the game...
The number of telepipes used to obtain rare monsters doesn't matter really, I don't know where you got that "x99" name from. By the way, as you probably are aware, this only works offline. If you didn't succeed on the first monsters, then it's just a lack of luck, you'll really have to keep trying..
