i know a way to stop them from moving though.

just keep saying "that cant be" or "you cant" etc. etc. until they say something like "maybe i should think this whole thing over..." the begging takes a while but eventually it will work. This worked on both of my neighbors that planned to move but not on my watch T-T. i also noticed if you time travel, they'll move more often ;-;
