Yes, it is just hard... and you are unlucky. I have managed a lv1 Megid disk even in Normal Ruins.

Edit: http://romain.bernardi.free.fr/pso/diskrates.html <- link's to a page on Kefka's site. That is the chance of a green box drop being a tech disk in that level range. Please note that the odds at the upper end of a ranger are much worse than the % shown, and ones near the bottom are probably near to the % shown.
