When JP PSU releases, and any fine person who knows no Japanese comes in a game it's likely there will be items on the floor. Some people may have their accounts suspended for taking those items, even when they think it's for free. JP PSU isn't going to be like V1 where Asimba pops up in your party and stealz rares and leaves without suspension (seeing as it will happen enough times). Japanese people leave their rares in P2 so they can decide with others who should use the rares for that game. It's the owner of the item's mistake, not his or her's fault.
