Yes but by this quiz you are defining what you think should be done, but there is no correct way to do things. If a player misses it's because they have bad ATA, some characters are made that way you know. Perhaps they haven't been able to find a God/Arm to help them. Perhaps they chose to make their mag more power so they could use a higher ATA Hunter weapon faster. There are a lot of variables but one thing to be sure of is that there is no perfect way.
