All download online only GBA games are on PSO Plus. There are no online downloadable quests for GC so they can't be on the disc.
They will however, have the online only (till now
) Control Tower quests, on PSO Plus.
EDIT: Unless it's been confirmed and I'm behind the times, I doubt PSO Plus will be released outside of Japan, at least not Europe. But then again, I could be wrong, or just out of date
