To my knowledge, that's because there are no quests to download! The feature was added with good intentions, but ended up never being used, except on the Gamecube where you could download an Episode III quest after you completed a particular Episode II quest (Blue Star Memories) that can only be played in Episode III to sort of show how one episode goes into the other.
