To be a part of the BETA test, you had to be a SEGA Link member, and have a Japanese postal address, so i don't know if anyone here would have been able to apply for the BETA, but i know some people who aren't Japanese have somehow managed to apply for the BETA test and will most likely get picked by Sonic Team of Japan in the end, as as far as they know, that person is Japanese!
