Are you using PlaySEGA.com (Europe) or SEGA.com/PSO (America)?
In either case, a good thing to make sure you don't do is add an issue number AND valid from date - It'll consfuse the website and i had that trouble when making payments before with my new card. Just put the valid from date and forget about the issue number.
If that fails, are you sure the card is working correctly yet? Is it a new card? If so go and see if it actually works yet... put it into a cash machine and see if it brings up your account or not.
If none of those work, reply again and... well i'm sure i can think of something lol - How about SEGA of Europe customer services? http://www.sega-europe.com (Unless you're not using PlaySEGA.com in which case check the SEGA.com website for help).
But in answer to your question, Hunters Licenses are available 24/7 unless there's a problem with the actual website!
