I'm pretty sure the red ring is banned, because it's drop rates are set to 0%. If the rates are enabled, it drops only in ult, and even so pretty much in the middle of the big circle so you can't reach it! But to get out of that one, you drop items into each other and 'push' the ring onto the side. But, since it's not going to drop, I wouldn't worry about it. Not sure about other items, though.
