Actually a debug menu is totally legitimate... if you happen to be the creator of the game.

A debug menu is usually complex and is not designed as a cheats interface. It's mainly designed to test out little parts of coding the game programmers may be having problems with. They change the coding, reload from the debug menu and see what happens. Debug is also a low-level editing interface.
It could be used to cheat sometimes but I think you'll find you'd often do more damage to yourself being unfamiliar with the debug. The on in super smash bros melee is pretty amusing. Ever fancied playing as sand-bag?
You can do all kindsa stuff. However you can also wipe your game-data extremely easily in multiple ways if you don't know what you're doing.The coders in SSBM gave all the characters different names that they could relate to easily and type in quickly on a command line interface. Familiar terms created by them will usually not be so familiar to a random debug user.
The PSO debug has very very little of interest.
