Framerate is the number of frames being displayed, for example a framerate of 60 fps means that 60 frames are being displayed per second. The higher the better here.
Frameskip is the number of frames that are being skipped - if frameskip is set to 1 every other frame will be skipped (hence only half the frames will be displayed). The lower the better here, generally, although you will have to set it higher if your computer cannot handle a lower frameskip setting.
