doesnt the moon changes the rise and fall of water level? since this has to do with the moon, wouldnt complete alignment of all planets have some effect?
--Yes, the moon affects tides, and yes, alignment of planets would affect tides, but because the other planets are so far away, the gravitational force between them and Earth are tiny tiny. The tidal force gets tinier still the further away from Earth. I can explain this quantitatively if you are interested in a fuller reply, but I might be tempted to use mathematics and physics jargon

Also note that you can't get all the planets in a "straight line" anyway since their orbits aren't in the same plane. Think in 3-D.
