Um, isn't 6MB huge for 1 minute 30 seconds of mp3? Can you hear a difference between your different quality versions?
Usually, I'd suggest 192 kbit/s at least, but in this case, Use the Sega Genesis' original song bitrate
? You could always go for variable bitrate if you can't decide.
You could probably get away with using ~128 since the tones used are pretty pure. As for sampling frequency, just use 44.1 kHz (what CD's use).
