Frame skip does exactly what it says. It "skips" the set number of frames before drawing another to the screen. The lower the frame skip, the smoother the game animates, but the harder it is on your computer. I have to use a frame skip of 1 on my laptop because there's a lot of slowdowns when there's too much animating on screen. So yeah, adjusting the frame skip will correct slow-downs, just note that the game's gonna animate a little weirder than you're used to.
