there probably is a term on the site saying 'do not discuss the best way to go about performing illegal actions'. meh 
TBH, i think as long as you aren't on it incessantly and you aren't downloading porn or something illegal, that is a whole lot better than hogging their net and performing illegal activities on it. Still not right, but not tremendously wrong.
The reason you can't get on at your school is because it probably has a thing where you need to register your mac address with the school network before i will let you connect.
