Flow is better.
Falz may have three stages on three of the four difficulties, but as stated her attack patterns are not only limited but indeed predictable.
Flow on the other hand is extremley random. Especially on the second stage. The reason why it may appear that Flow would be easier is because Flow doesn't attack as much, but when he does, a ton of damage is dealt. I know lv 160+s who have cowered at the thought of fighting Flow even after completly destroying the seabed. (Many people tell me it's even too hard to do this for a very hard mode difficulty) Not only that but the attacks have other little chain effects such as the rocks and all that. When they fall it obviously does damage if you're under it, and then it can make harder to move toward Olga when he moves.
Flow unlike Falz seems to use more Photon Art type techniques. Falz mainly only uses them for the blue streaking attack and to be invincible (with the exception of spells) on the third stage. The MAGs are also quite a handful, considering you can't attack them and thus weaken his force; that and sometimes makes it harder to hit falz if they happen to get in the way at the right time.
My advice? Scapes are your new best friend. I've never been in a game against flow where the party (not all at once obviously - thus we wouldn'tve been successful in defeating him) hasn't died at least twice.
