A way to get PSO Episode I&II music without buying the OST CDs is to own PSO Blue Burst. This game client can be downloaded off SEGA's official site for free (although it is still pay to play).

Link777, if you have PSOBB installed on your computer, then navigate to data then ogg directory, and the file slbgm_forest.ogg is what you're looking for.

On my computer it is at:
C:\Program Files\SEGA\PHANTASY STAR ONLINE Blue Burst\data\ogg\slbgm_forest.ogg

Then just convert the .ogg to .mp3 using whatever program and you're done. If you need help doing this, just ask. So. Hope you have PSOBB Tongue.
