yes, you found a MAG probably in the mines or so, lvl him up, there will be 3 evolutions as any mag, but the rati mag is not a mag+ mag cell, the rati mag is a 4th rare evolution, check the mag database, search the mag rati and try to see what stats are suitable to you.
