I don't have a complete grasp on what the hell you just said, but I'll improvise. I believe you're asking if it is easier to obtain rare items offline than online. The answer depends. Online you find more enemies during quests and such, but at the same time you may well be in a group, so sharing rares may factor in. Time has no bearing on obtaining rare items. It depends on how the game decides to drop them.
