Well, the finding rate of a rare enemy (Pal Rappy, Hildeblue, etc.) is 1/512. That means you have a one in 512 chance of finding a rare enemy in every normal one you find.
Different IDs are more likely to drop different items. I'd recommend using this page for Ultimate drops, and for others, use Google and search heyf00l's PSO drop charts.
