Is PSO 1&2 down?

I'm no expert when it comes to translation of Japanese text, but i have come across this from the Gamecube Phantasy Star Online, Episode I & II Japanese website. Basically i think it just means that on March 30th, you may experience difficulties accessing some, if not all of the servers in certain regions between 9:00am and 9:10am (Japanese Time). It wouldn't affect people who are already playing online though.

Isao.net executes the maintenance of the game certification server in the below-mentioned time zone.
In maintenance, DC edition you cannot connect to the game server of PSO GC edition PSO.
