It is, Offline Challenge Mode (C-Mode) is the same as online. C-mode can only be done in multiplayer. After you select your characters, settings for your game should appear asking Difficulty, Mode (Normal, Battle, or Challenge) CHoose challenge then talk to the women at the Hunter's Guild Desk, and depending how far you are, you can select what stage to play. But note both players must be on the same level or farther to play.
Challenege mode involves teamwork, so its reccomended you have at least 3 players before you start. This is also a good mode as you cannot cheat, or use any hacked weapons that you might have. In my opinoin, the episode 2 levels are more fun, so try those.
If you'd like challenge mode guides for episode 1, you can have a look at decswxaz's quides, or if you have any questions, you can PM decswxaqz or Lionheart. They are pure C-mode experts. Even I ask them when in need of C-mode info.
