Yes. If my memory is correct, you must beat him on ultimate using a red wepaon. (Red Saber, Red Sword, Red Handgun, etc.) I think there is a slight chance of it being dropped. Either that or you have to telepipe back down and see Flowen. I've never seen it done but that is how you do it.
