Yes they have. They have to change the language in the games. Upon the American release they only need to translate the game into English. However, when a games released in the PAL regions it needs to be translated to French, German, Dutch, Spanish, Italian etc. So as you can imagine it's quite a time consuming task.
Also, nobody knows for sure if the DS is going to be region free. I'd guess it is due to the fact it plays GBA games, which are region free.
