Well I contacted both Sega Europe, and Sega USA here is their replies

There is no way to reset the hunter's license. There is no way to delete it.
There are no replacement serial numbers for Phantasy Star Online games.

game back to the retailer where you bought it and get a refund or a
replacement game with codes that have never been registered online. If the
codes have been registered online make sure that the previous owner is
contactable so that you can request the user name and password. For security
reasons we are unable to give these details.
