Depends where you live.
US DC PSO is dead. JP and EU DC PSO is still active. That could be the reason.
If you are plugging the supplied modem cable into the modem on the DC and then into the ADSL line, that's your other problem. The DC only came equipped with a modem and the broadband adapter was hardly produced. And the supplied connection settings and user accounts are probably disabled but might still work.
And as someone else said, you need the latest version of Dreamkey for EU people. Try phoning Sega and see if they will send you one. It's free.
