I'm pretty sure a 128Kb would be ok. That's what I had and my PC games were fine on it. I guess it depends on how serious you are about having low ping.
Shenmue 3. Interesting. I thought/heard that they weren't going to be able to do it. Even before they were owned by Sammy. I heard Sammy aren't really into making 'niche' games that lose money. Sega is known for spending fortunes on games that necessairly don't do well commercially but are great in their own right. They think if something is worth doing, you might as well do it right. Which had led to great games like Shenmue
