1st Secret Delivery to activate the quest awnser !! all the time to one of the npc on pioneer 2. then find one on Claiming a Stake, Value of Money, Gran Squall and Lost Bride awnser !! to all these people now return to Secret Delivery. Talk to the same NPC in that quest again and he will tell you to see the boss who is a woman stood outside the stores.

i dont know what they all look like but there not too hard to find just talk to everyon on pioneer 2 untill you find them. hope that helps
