To activate the WIS search you must go up to Lab again once the quest timer starts. Where normally is Hopkins for trade PDs there is a soldier that gives the WIS detector. There are 6 in each area. making the total of 30. So if at end of one area you haven't collected the 6, search more.
EDIT: I don't really think time matters for this... from what i can understand if u get an SS rank you just get meseta 20,000
