I dont think it will ever learn a third photon blast because once its a rare mag it will never change again. If you get a mag with 2 photon blasts and it gets to level 200, makes sure all the bars are maxed out, give it to another character then give it a star atomizer, this is what i did but it might work with just one bar maxed out im not sure
