In my opinion, the fonewm is better than the fonewearl. In fact I think the fonewm is the best force, but thats for another day! Anyway...
Fonewearls do have the extended range of resta making them good at support, but the fomarl is all round a better force if you want to support.
Fonewears are good at simple attacks (30% boost), however simple attacks only hit one enemy (apart from barta which hits in a line). Meaning fonewearls are good at bosses... But.. for enemies in main areas, the fonewm is much better for clearing a room.
Fonewms are better offline due to the increased damage you do anyway offline, and having a 30% boost on hard attacks mean clearing areas is a doddle.
In my opinion giving the fonewearl the highest TP is a big wasted on a character that has a boost on simple attacks! 90% of the time I see fonewealrs using hard attacks in areas anyway, because hard attacks are better in the main areas, making the fonewm better in that respect. Fonewearls are good for boses as they do one-on-one damage..... however you have hunters and rangers to do that job!
Overall... I say the fonewm is the better force.
