Fastest way is to pipe for them. Find a room with a good collection of monsters that have a rare equivalent. Fake in the Yellow is good for rappies, and Forest of Sorrow is good for Hildebears. Then just just going back to Pioneer in a telepipe. Go back in the pipe, once on P2, then repeat. Each time you go from P2 to Ragol, it resets the monsters in the level. So you have a nice new set of enemies to see if there is a rare enemy. You might be waiting for a while though. I'm actually currently piping for a Hildeblue. I hate CCA because I keep getting shocked. My HUmar can find one off a hildeblue. 10 minutes nothing yet. About 60 pipes and nothing.
This can be bad for your GC though. You can hear the GC spinning the disc drive quite hard. I suppose after a while (few thousand pipes) it might affect your CD drive. I doubt it, but its always a possibility.
A better way might to just go through levels. You have a chance of finding a rare monster and you get a chance of finding other rares from other monsters as well. If you really want a certain item, the best bet is to TP for it. You won't find many rare enemies just running through a level.
NOTE: After about 65 pipes, I finally found a Hildeblue. It dropped the Cure/Shock I wanted. Please note, rare enemies do not always drop their rare. Also, rare enemies are much stronger than their normal equivalents. You can be easily killed by them.
