You can play 60hz offline if that is what you mean. Just hold B whilst your GC starts up. A menu should appear letting you select between 60hz and 50hz. If you select 60hz and you can see anything (or just messed up) then you don't have a 60Hz compatable TV. You can only play at 50Hz. If you play at 50Hz and go online, you will only have one EU ship to play on. If you can play at 60Hz then you can play with US and JP people and many more EU ships.
