The drop rate of bosses in Ultimate is not 100%, it's 70%.
Dark Falz and Olga Flow are NOT programmed the same way, and their drop rate is 0% offline, and currently does not exist online, this applies to PSO+ by the way.
So our best bet is that ST is gonna release a quest to activate the drop, and that would be exclusively online. But it is more likely that PG:F and Red Ring will never be released, like Double Cannon on Dreamcast, and such...
The game data is infallible, duh... it is the data of the very game you're playing, how can it have mistakes ? my guess is you know very little about programming...
If you want to rely on more famous PSO decompilers, Sounomi, heyf00l and Barubary refuted all legit PG:F and Red Rings.
Barubary even explained how they were hacked in, but I'm not allowed to discuss this here.
