Yes, as your MST increases, you will be allowed to use higher level techs! My comment only really applies if you want to tweak a char ie. where you give them a powerful mag when they are level one and give them high level techs that you have found with your other chars.

that wastes so much tp! Ive seen lv 1 forces with lv 12 foie but they watse their tp so fast that lv1 would be more tp efficient
