Mathematically speaking, anything up to BUT NOT INCLUDING 0.5 is rounded down. Anything that is exactly or above 0.5 is rounded up.
This also applies to really itty-bitty decimals too - just alter the number of decimal places on my example accordingly.

I know that, but that does not apply to PSO. Don't tell me you did not understand -_- There cannot be decimals in PSO, so even X.0000001 would get rounded up to be 100% accurate.
