Actually DFP gets you KILLED more easily, since you won't get knocked on the floor earlier and when you're playing online you can get hit immediately after. Plus getting EIGHTY-TWO (DFP advantage a RAcaseal has over a Racast) less damage is NOTHING. Like I've said before, a good ranger will rarely get hit, and even if he does I don't think 82 damage is going to mean death, but if that's the case then you're too weak to even be there anyway.
I hope you're joking about finding it hard to hit Gees and Canabins. When you miss on those it's usually because your bullet has physically missed since they move quickly, not because of low ATA. I'd also like to mention that a RAcaseal only has a 7 ATA advantage over a RAcast, but this is in exchange for the 175 ATP advantage the RAcast has over the RAcaseal. 224 ATA (or even 239 with S-Parts 2.01) is more than enough...and later on the huge ATP advantage will be more useful if you're gonna be hitting with every attack anyway. High natural ATP is also very nice to have, since Shifta only amplifies that.
RAmar's ATA is the highest in the game, but it's more than you'll ever need. My RAcast's ATA is FAR from max, and I have no problems hitting in Ruins/Seabeds in multiplayer with a Charge Shot/Zalure Needle/Frozen Shooter/Yas 9k/whatever. Beyond a certain point, more ATA is just overkill.
BTW changing a RAcaseal's head does not get rid of the metallic frock.
