Looks like a ridgid robe really.
When you say dress you usually see them as loose flowing clothing.
The Fomar's robe looks like of Ridgid really, aside for the leg part and the lower arm section.
But mantle might be a better wording for it. Armored Robe. A dress is usually something that makes you look pretty and all not exactly something you want to be running around in when you need to be mobile.
Personnaly IMO it's like I keep repeating in this thread.... Ridgid Plated Robe.
