I first beat the Sil Dragon with my RAmar at level 72. It's all about strategy... you can beat him without any freeze resistance at all if you're lucky and can do good damage to him. First time I beat him I used a Meteor Smash +4 to hit several of his parts, then meleed with the Delsaber's Buster when he was on the ground... but I had to take a barrier with good EIC so I wouldn't be frozen (so the buster wasn't as useful as I wanted). Don't try to hit him when he's moving. Instead, get under his head and turn around, running along with him in front of his feet, until he stops... then get to the side and hit him with a shot or slicer. When he spins and lets ice shots go, that's the tricky part; you may die anyway (I did several times). Just be sure to use the "anti-freeze" technique with the controller to get out of it fast. When he tunnels, you're pretty much safe for the rest of the battle unless you're careless.
The first time I beat him, I won a Diska of Braveman with 45% native, which I've used for every battle with him since. Today I forgot to take a high-EIC barrier, but I managed to get him tunneling on my first "turn" (he never did the spinning thing). Of course, I also forgot to take my Cure/Freeze, but I ended up not taking a single hit.
