Unless you know about PSO befre you start playing, that often happens with your first char. You just call your char whatever you want, and sometimes get a rubbish ID.
Not confirmed that only Oran can find it. One confirmed find by oran player and the rest are dupes

You can always find some decent guns with any ID. It just depends on what guns you want. Have a look at the drop charts to see which enemies drop guns and go hunting them
