NO! It is not. Sonic team decided not to put it on PSO+ due to the fact that it is always changing and getting updated.

For future reference the only extra quests you get with PSO+ are:

Central Dome Fire Swirl (Episode 1, unlocked after finishing all the Ep. 1 quests)
Seat of the Heart
East Tower (unlocked after finishing Seat of the Heart)
West Tower (unlocked after finishing the East Tower)

There ya go...that should clear things up.
