Wow, this is the same mission I got stuck on!(Peko died about 9 times before I could do it). The only advice I can give is to try to block in the Hunters with creatures. But when doing that, always leave a place for Peko to run away. I know it doesn't happen often, but on a rare occasion Peko will actually move backwards if you give him the option for enough turns. Other than that, I'd try to just overwhelm Vivi with attacks and keep Teifu blocked in a corner or against a wall, because you don't want him ripping loose with his Imperial picks.
Whatever you do, don't get too frustrated. This mission is only hard due to Peko's retarded AI, not your deck. Just keep calm and keep trying. Like I said earlier, I had to do this mission 9 times for a total of around three hours. So if you're patient you'll eventually get that idiot Peko to move. Good Luck!
